Is stimulus money creating local jobs? Richmond, a case study

Some residents of Richmond are concerned that federal stimulus dollars being spent in the community aren't making their way into local pockets. Mike Shen reports.

Since he reported this story, he discovered that the Richmond Housing Authority is under review by the US Department of Housing and Urban Development. The agency is looking into Richmond's procurement practices and has recommended that a number of contracts be terminated.
