Ouch! Gov. Schwarzenegger reveals fugly new budget.

As promised, the Governor released his budget this afternoon, and also as promised, he's proposing some drastic cuts to close the state's $19.1 billion deficit. A couple highlights (and low-lights) via the LA Times and Sacramento Bee:
- The complete elimination of CalWorks, the state's welfare to work program.
- A spending freeze on schools (which means no cost-of-living adjustment for school operations).
- Cutting 1/3 of the budget for in-home health care services for seniors.
- A shift in the prison population--relegating low-level felons to county jail instead of state prison.
- A 5% pay cut for state workers, as well as an unpaid day of work every month in exchange for vacation credit.
- The elimination of state-subsidized childcare beyond preschool.
- The UC and Cal State systems will get a bit more money thrown their way.
The proposed budget contains no new taxes. It does, however, depend on a yet-to-be-rewarded $3.4 billion in help from Washington.
